The Skills and Workforce Development Agency (SWDA), a new statutory board under the Ministry of Manpower and jointly overseen with the Ministry of Education, has been established with effect from 1 July 2026, through the merger of SkillsFuture Singapore Agency (SSG) and Workforce Singapore Agency (WSG).
SWDA exercises the functions and powers under the Private Education Act 2009 and its subsidiary legislations. It also administers the EduTrust Certification Scheme (EduTrust).
The EduTrust Certification Scheme (EduTrust) is a quality assurance scheme administered and governed by Skills and Workforce Development Agency (SWDA) for Private Education Institutions (PEIs) in Singapore. SWDA aims to raise the standards of the industry to ensure PEIs provide a higher standard of educational services and good student / graduate outcomes.
